Draft Master Plan

The Draft Solid Waste and Recycling Master Plan is a major milestone in our collective effort to shape the future of sustainable solid waste management for Broward County and the 28 member cities that make up the Authority. This comprehensive document reflects the various white papers and related analysis. It includes key principles such as Zero Waste, environmental equity, system harmonization, and cost-effective infrastructure development. The Draft Master Plan outlines a strategic path forward to significantly decrease waste generation, increase diversion, reduce landfill dependence, and transition to a unified, more circular and resilient solid waste management system.
Some of the Draft Master Plan highlights include:
- Mass Balance Modeling and Waste Flow Projections: Data-driven projections outlining future waste generation by stream, tonnage flows, and infrastructure needs through 2065.
- Facility Siting Analysis: An in-depth review of County and municipally owned properties that meet exclusionary and operational criteria, with a detailed feasibility review of the North Alpha 250 Site.
- Scenario A – Recommended Waste Management System: A proposed mix of regional processing facilities, including the utilization of a modern Materials Recovery Facility, C&D processing facilities, an Organics Processing Campus, an existing Waste-to-Energy facility, and regional waste disposal, designed to meet 40-year capacity and diversion goals.
- Implementation Timeline: A phased roadmap identifying critical actions, responsible parties, and timeframes to begin transitioning the system post-plan adoption.
- Behavioral Change and Public Education: A comprehensive outreach strategy designed to address contamination, promote diversion, and build long-term public engagement.
